Qatar kan stoppas från att köpa landslagsspelare – IHF utreder

Det kan bli ett stopp på snabba övergångar mellan landslag sedan IHF tillsatt en arbetsgrupp som ska utreda frågan.

Qatar gjorde rubriker till VM 2015 på hemmaplan där de tog en silvermedalj men kritiken var hård eftersom stora delar av laget hade ursprung i andra nationer. Det var i princip ett ihopvärvat landslag där stora lönecheckar och andra förmåner lockade spelare från många olika länder.

Ett av länderna som drabbats är Montenegro som tappat 9 spelare på landslagsnivå på grund av IHF:s relativt generösa regler för nationsbyte. Nu har Montenegros handbollsförbund lämnat in en motion till IHF om att justera regelverket så det blir svårare att byta landslag.

På IHF:s möte i Georgien i augusti beslutades det att en arbetsgrupp skulle bildas för att utreda frågan. De ska lämna ett förslag baserat på motionen, input från medlemmarna i IHF Council och med referens till FIFA:s system. De ändrade sina regler redan 2004 och där står nu i artikel 17:

Any Player who … [assumes] a new nationality and who has not played international football [in a match … in an official competition of any category or any type of football for one Association] shall be eligible to play for the new representative team only if he fulfills one of the following conditions:

(a) He was born on the territory of the relevant Association;
(b) His biological mother or biological father was born on the territory of the relevant Association;
(c) His grandmother or grandfather was born on the territory of the relevant Association;
(d) He has lived continuously for at least five years after reaching the age of 18 on the territory of the relevant Association.

Handbollens internationella regler är just nu lösare där reglerna för ett rent nationsbyte är:

National team players shall meet the following conditions:

a) Citizenship of the country concerned.
b) They shall not have played in any national team of another country in the three years preceding their first appearance in the national team in an official match.

Det kan alltså komma att bli hårdare regler då Montenegros förslag är att ändra b) till:

b) They shall not have played in any national team of another country in any official match in senior level.

De vill också skärpa reglerna kring dubbla nationaliteter där regel 6.2.d) föreslås reglera på samma sätt, att man inte får byta landslag. Om vi får gissa så kommer IHF:s förslag landa någonstans i triangeln mellan nuvarande regelverk, Montenegros motion och FIFA:s nuvarande regler.

Frågan har blivit högaktuell för Montenegro sedan bland annat Nebojsa Simic avböjt landslagsspel och istället ryktats bli både makedon och qatarier. Montenegro motiverar sin motion med:

The Managing Board of the Montenegrin federation, on its last meeting, passed the decision to propose the changes of the IHF’s Player Eligibility Code, more precisely its Article 6.1, point “b” and Article 6.2 to be added by point “d”, which define the eligibility of the national teams players.

We were forced to take this step because, in the last 7 years, nine of our excellent players stopped performing for the Montenegrin national team and chose the foreign ones. The last occurrences have stirred up the sporting community and the whole public in Montenegro and region, because 3 our supreme players (apart from 9 players previously mentioned) initially have refused to play for our national team. According to their words, they had offers from another federations.

In male category, we have only 760 players registered (in all age categories) and it is simply impossible, with this drain of players, to achieve some significant results on international level, regardless the efforts and resources we invest in their education and training.

Due to it, we need an assistance in the changing of IHF transfer rules, because this situation is simply unsustainable for our federation. Through the communication with significant number of other handball federations, we discovered about the similar problems they have.

Furthermore, we are informing you, that on 02.06.2017, we sent to EHF Executive Committee the letter of similar content asking for its support in our intention to protect the integrity and further development of handball, especially in federations of modest size and resources.

Aiming to protect handball and fair play, as well as to make a right balance between “rich” and “poor” federations, we are appealing on your understanding and expecting your full support to our proposal.

Förslaget från IHF:s arbetsgrupp ska presenteras på nästa möte i IHF Council den 9 november.
